Second, environmental reform, like agricultural reform, was prompted in the first instance by the need to respond to an impending crisis: crop failure in the case of agriculture and a serious decline in commercial freshwater fishing, combined with an outbreak of cholera at a key moment, in that of the environment. This "remedial" aspect shared by the two reforms is a sort of long-overdue final chapter to the first two generations of the Soviet period, for in both cases some action was necessary to counter the side effects of unbalanced industrialization.

Another key appointment was that of F. D. Kulakov in 1965 to the position of Central Committee secretary for agriculture, from which vantage point he supervised agricultural policy until his sudden death in 1978. Yet traditional power politics did not play the same visible role in the development of Brezhnev's policy as under Khrushchev. Far more prominent, at least as far as foreign observers could tell, was the element of persuasion. Brezhnev campaigned tirelessly during those years for his conception of agricultural reform.

21 The other key point was in 1961-2, when Khrushchev redoubled his agitation for more agricultural spending and supposedly failed, once again because he was opposed by the advocates of continued heavy spending for the military and heavy industry. This interpretation, if correct, would have two important implications. First, that during the entire decade of Khrushchev's rule, the attitudes of the top elite toward agriculture did not evolve and that most of them remained consistently opposed to increased investment in agriculture.
